  1. Heat the oil in a large pan over medium heat.
  2. Add the cumin seeds, and cook until they start to sizzle.
  3. Add the cauliflower and potatoes, and stir to coat with the spices.
  4. Add the turmeric, coriander, cumin, Kashmiri chili powder, garam masala, and salt, and stir to combine.
  5. Add the water and stir to combine.
  6. Cover the pan and cook for 10-15 minutes, or until the vegetables are tender.
  7. Stir in the chopped cilantro, and serve hot.
